sir, can we use python coding done in pycharm and use it in Google Earth Engine. You have mentioned specifically for Jupiter Notebook only.
You can use Earth Engine Python API from any editor or client. You just need to do the authentication using ee.Authenticate() as shown at developers.google.com/earth-engine/guides/python_install#package-import
