Unfortunately dotting your T's and crossing your I's state wide will not keep a business from being targeted by federal agencies. Fortunately for hemp farmers, female plants can remain in the vegetative state for hemp cultivation and are not required to flower. Male plants do not produce thc (the psychoactive chemical component of cannabis) making them ideal mediums for hemp cultivation. Hopefully this answers your question.
