Not sure what your point is...the Trooper hit him on purpose to stop him. Regardless, on a crowded freeway a wrong way driver is going to be hard to avoid, lights on or off. People are going to panic.
He did it on purpose to stop the wrong way driver. There had been multiple 911 calls, so he did what it was going to take to make sure no one else got injured.
