You still miss the real issue...the only acceptable resolution has nothing to do with what happens to Coote. Going forward, this needs to make referees and PGMOL more accountable. VAR discussions must be heard by fans in real time. Referees cannot be treated as untouchable...criticising their decisions must no longer result in the manager being fined. This has to generate more accountable and transparent referees.

You need proper reviews on issues in each game. That means looking at way things happen and question them. Because that's how you get better practice. Also mic them and allow manager review like 2 challenge cards (if you use it and it isn't right, you lose it. If the challenge is correct you keep the card)
Targeting biases might be too complicated. Perhaps a review of performance should be done at the end of each season for each referee. If a referee falls below the threshold that is considered acceptable they are replaced. Having your job on the line is enough incentive to remove bias
I agree....and would take it a step further...the officials should be reviewed after each and every match they're involved in by a panel of independents....and given scores for their performances. This will provide data that should be shared publicly !!

i run an electrical company and we are assessed by the NICEIC every year to make sure we keep up with standards. they also check that insurance is in place and certification is up to date. they can do the same with refs

For example; patterns of behaviour over time and not offering good reasons for their poor decisions. This should be underpinned by making them wear body cams and mics! Wearing body cams would give us the same angle of sight as the ref and being microphoned would make it difficult to offer poor excuses afterwards.
Adding that independent body will also protect the referees, which is something LB doesn't grasp. He'd rather stick his head in the sand and carry on because "it is what it is". Notice how many of the rival fans are attempting to defend cootes actions, simply labelling it as him ‘expressing his opinions’ etc newsflash, he’s a REFEREE, he’s meant to remain impartial and officiate games fairly. This video proves he has a dislike to Liverpool and had one towards klopp, it doesn’t take a genius to marry up the 2 and come to the conclusion that he allowed his personal feelings to be involved when officiating Liverpool games therefore unfairly refereeing decisions. There’s a whole list of the poor decisions towards Liverpool via himself. Im not saying he can’t have an opinion to his family, close friends etc but he can’t allow his opinions to affect his job. This is not someone who cost your club a single point so of course to you it doesn't matter. BUT is this guy professional? This is someone who has power over what happens on the pitch and you think it's ok for him to do what he's done? Not only that, he's dishonest and has no integrity. Is the city fan thick ? Who cares if you can’t prove bias…. It’s multi billion dollar industry you need the best of the best making decisions. People lose money on bets because of referees etc. If it’s not bias there is multiple times var or the game official make multiple mistakes they can get reviewed and sacked or suspended kept under review. It will make it harder and harder for refs to have a bias.

i run an electrical company and we are assessed by the NICEIC every year to make sure we keep up with standards. they also check that insurance is in place and certification is up to date. they can do the same with refs

The bottom line is that it is their job to be a neutral ref. He is getting paid to do a job of referring a game according to the letter of the law. They are grown men and should leave their feeling at home. Them carrying their feelings onto the pitch shows that they are not competent to do their job.

You can prove bias in the same way you can prove unfair dismissal, sexism or racism, that is, by weight of evidence and strong argument! For example; patterns of behaviour over time and not offering good reasons for their poor decisions. This should be underpinned by making them wear body cams and mics! Wearing body cams would give us the same angle of sight as the ref and being microphoned would make it difficult to offer poor excuses afterwards.
