Because he's paying her huge money to sign them so he can re-sell them. I lot of artists will take a predetermined sum to sign a bulk amount of items. He's probably done this so many times she's familiar with him. At least he's respectful (for the most part). A lot of these autograph sellers are total assholes, he's probably a nice change of scenery for her.

I’m guessing this guy left them his number so after she signed everything he can get it back.. just in case he loses where they are or something. Gaga is nice and knows this is how some people make money, feed/support their family etc so she’s usually pretty open to signing stuff for them. I think this guy often gets stuff signed by her when she’s in New York so the guard just said that’s my number.
