Great work ! I agree it makes more sense to see the second chord as G13b9 with the b9 in the bass or as a Db7#9 (tritone sub) going to Bb/C (G-7 implied) This is consistent with chromatic voice leading and the bass notes are just creating harmonic interest by suggesting ii V movement over them.
