i went to a conference there once in November. Grey and rainy. Walking along the promenade - dirty sea and beach on one side of the road, the other side featured dimly-lit bed and breakfasts and hotels with pensioners sitting at the window.
The song was about him being alone in this seaside resort town after a nuclear war. A town they forgot to bomb during that war. The "strange dust" landing on his hands and face was nuclear fallout. This was the late 1980s and there was still a threat of that actually happening being the Soviet Union hadn't fallen yet.
