This might’ve already been confirmed to be the case but it’s very likely that the High Evolutionary was the one that created Rocket in the MCU.
I think they already said this a few years ago when he was announced as the big bad for GOTG3

One of the first comics I ever read was a What If? featuring this guy. Glad to see he's finally getting his due.
That issue was based on the Evolutionary War, a big crossover that introduced me to the character. I’m surprised it wasn’t mentioned in the video!
He actually is not good/bad. He just does stuff the end results are good/bad. Also in the comics he evolved into a cosmic being!!!
So Herbert Wyndham was a scientist that was obsessed with Evolution and was inspired by the work of Nathaniel Essex AKA Mr. Sinister; which is how he became the High Evolutionary. I first saw the High Evolutionary in both the Super Hero Squad show, and The Guardians of the Galaxy animated series.
High Evolutionary was the star of the show in G.O.T.G. 3. I hope we see more of him as the big bad.

Chuck knocked this character out of the park. Instantly a top 5 MCU villain. Pure evil and super scary.
I feel the high evolutionary is an interesting villain where he's not that big but you see him pop up here or there going against certain heroes or being reposnisble for some of the characters origins

It was a story about Hank pim, dr doom and mr.fantstic. they all had the right to the title but the one above all or the living tribunal (i cant remember which) settled it and named Hank pim " the scientist supreme". Prolly came out around 2010? Somewhere around there. Those 3 people are the smartest in marvel though, hands down.

Ngl, he was quite the formidable boss in the now-defunct Marvel Avengers Alliance.. I remember him being a Generalist who could pre-emptively switch to his attacker's counter class (Tactician, Infiltrator, Scrapper, Bruiser or Blaster)

The new Guardians movie was good but the High Ev. could have been better. He didn't feel like much of a threat and in the end it was defeated way too quickly. He should have been setup as a future villain for a different movie. Also, give him his comic costume. He looks cooler in the comics.

Well he used some device to evolve himself to the peak of human evolution. I’d imagine he refined and upgraded the device he used on his pet Dalmatian on himself after years of perfecting it of course
He's the number1 geneticist in Marvel.

There isn’t a corp at the end of the movie so he is maybe alive. He might upgrade himself into the robotic face in order to stay alive and become more powerful

IN case anyone doesn't know Marvel has undone the High Evolutionary giving Scarlet Witch and Quicksilver their powers and not being Magnetos children. They made it so Magneto is their biological father in a way that makes it impossible for any future writer or story to take that away again
For me, I mostly know about the High Evolutionary for his appearances in X-Men: The Animated Series.

We don't expect to see many of his powers and abilities in the movie. He'll just be another villain with intentions that will be deemed evil. Just like Thanos was nothing more than a being that was extremely strong, arrogant and selfish. We barely saw what his powers are other than a snippet of his raw strength when he manhandled the Hulk.
