Well I'm a flight attendant and yes you can unlock it from the outside. We do that during securance so no pax can enter it during take off and landing.

Omg, I was on a weird flight that had to stop for fuel (Breeze airline, wtf?) and we were standing in line for the front bathroom while the plane was refueled. We only had a short time before takeoff and everyone was getting impatient. Suddenly the flight attendant looked worried, went to the door to knock, and after a minute, unlocked it. There was nobody inside! Apparently they lock bathroom doors right before landing and she forgot to unlock it.
