I am just curious. Does this city have available single homes for sale instead of apartments? Apartments don't really offer privacy or personal authority over your domain. I think some apartment building administrations in Colombia love to knit-pick foreigners for frivolous complaints..
Yes they do have them. I would suggest to only buy in a gated community. You definitely want a barrier of security between the outside and your home. Most choose apartments due to the low cost and security at the front entrance.

Very safe as long as you use good judgement and stay low key. I’ve had many guest rent rooms from me and all of them had nothing but positive things to say. Because of google translate, it’s not necessary to be fluent in Spanish, but it definitely helps with dating and getting things done. You don’t have to hold off until you learn. I’m still learning everyday and been here for 8 months now. If you need anything feel free to hit me up.
