He got the permission to stream his pov of the race. Thing is - he was streaming the TV broadcast from Sky Sports. Sky spent a lot of money to get those rights, now they're defending them.
It looks like he may've been banned not for streaming his pov of the event but the TV broadcast from Sky Sports. Doesn't matter where you are you'd need a permission from Sky to re-stream the TV coverage.

It's run by a third party, and the third party is who got in contact with twitch and got him banned for streaming content without permission. At least, to my understanding, that's what happened. Not saying that's what actually did.

Anyone else who do not own the copyright and are distributing their goods or creating them are in direct violation of the copyright. Those getting permission to create also get some part-ownership of the copyright, meaning they can create as many as is demanded. Creating more for stock use is permitted, but a violation. As for distributing, that's even more complex, sometimes distributors get partial copyright ownership so they are never in violation, some recieve co-ownership, and some people, like Tubbo, do not get any ownership but do get whitelisted for an event. Meaning he is technically in violation, but should be whitelisted for that specific event (which, somewhere, went wrong)
