Segundo a Wikipedia, dados do censo de 2010 indicavam que 54% dos curitibanos não nasceram em Curitiba.
Mas a distribuição da região de origem era: Sul (88,33%), Sudeste (7,42%), Nordeste (1,65%), Centro-Oeste (0,78%) e Norte (0,39%). Sendo 82% nascidos no próprio estado do Paraná.
Provavelmente tenha mudado um pouco essa distribuição nos últimos 14 anos (não achei dados mais recentes), mas suponho que não seja tão diferente atualmente.
Pelo número que você citou, imagino que você se refira a essa estatística de 2010, mas tenha se equivocado na interpretação.
