You know what's the funny thing about people wanting Melee HD? Even if they keep it completely unchanged from the original, it will be PAL Melee. Everyone will hate it. Back to CRTs, Melee HD was pointless.
I would assume that they would re-release the versions to their respective regions. It would be PAL and NTSC if they did it as they would do other re-releases. If NTSC had something like... Say... A game breaking bug, then they wouldn't use that version, most likely, but since it's just as good, they'd release both versions.

A lot longer than a year - PAL is for analogue signals whereas obviously everyone uses digital now, and most PAL regions switched to DVB sometime a little after 2010.
They’re not talking about manufacturing and hardware differences; it’s the time when Melee tournaments stopped being played on PAL in favour of NTSC in Australia.

Brawl has meteor cancelling too. But the window before you can cancel is way longer, unlike Melee where it's only 6 frames, so meteors are more effective in Brawl.

Akaneia build has new chars and then sd remix does a really good job balancing the cast by only doing buffs
