First, at least 70% of Ukraine aid stays in the U.S., paying for the replacement of the older munitions and equipment that's sent to Ukraine. Second, the President can't legally take money allocated by Congress, which has the "power of the purse," for one thing and use it for something else. If you want more money for the hurricane victims, tell Congress to go back to D.C. and pass a supplemental bill.
