Just saying (as I'm bi & know the difference between them)
You can as bisexual means u like both men and women and non binary people and pansexual means u fall in love with the person and the persons gender does not matter to you, which includes men and women and non binary people meaning they would be bisexual as well. All pansexual people are bisexual but not all bisexual people are pansexual.
Also they probably mean that she has used both to describe herself at different times or uses them interchangeably like many people do. Tl;Dr she may not BE both but she can still Use both words
