This continued during the Great depression and they were also forced into disarmament. The "Germany for the Germans" is said in the context in which Germany was literally controlled by the other western powers.
This version is the version published after WW2, under GDR rule. "Germany for the Germans" is targeting the US occupation of western Germany and was not part of the original pre-war version of this song.
