So is it natural for a baby chinchilla to just have an instinct to roll around in a dust bath?
yes..thats how they take bath :D with rolling around..so cute
Actually its very natural since if they bathe in water they have a huge chance of growing mold on their fur

They don't sweat. And the dust mixes with the oils in their fur to carry away dirt

A few reasons. mainly because the dust dries them, getting rid of possible issues that being wet can bring.
Their fur is super absorbent so they suck up water really well, and that can lead to a few bad things. Odor, fungus, etc.
Water isn't just bad for their fur. Because they have 80 hairs per follicle, their fur is too dense for water to dry in, so it can actually mildew and mold because it's difficult to dry at that thickness. The ash is actually fine enough to get the dirt out and also work to separate the hairs a little, leading to a healthier coat.

Yes, it is Volcanic dust. You can pick them up really esily in a pet store, just search around in the small pets section, where all the chinchillas needs are, including ferrets, hedgehogs, and hamsters. Hamsters i believe also use volcanic dust, but just search for a few containers labeled chinchilla dust or something like that.

It's an instinctive response to check for threats/predators. It's "built" in to them just like knowing how to take a dust bath for the first time.

From what I have seen, they are relatively harmless. They may bite your finger, when feeding them. But hey, what animal doesn't accidently bite, when feeding them? :)

Chinchillas can't get wet, their fur is too soft, if they get wet it gets matted. The 'dust' they roll around in is volcanic ash and it removes excess oils from the fur. Getting clean probably makes them happy :D

Chins are delicate and specific. One page is not enough. You have to be absolutely positive you can afford things too, like an exotics vet, medicine, and other "just in case" remedies like bag balm. You have to read about every illness and its signs considering they're good at hiding it. They're wonderful.But you have to be 100% SURE you can handle one.
chins & hedgies is a good form, as is chinchillas (.) com for info.
If you think you can handle them, look up breeders near you.
What kind of dust do you use?
Hamsters dont have tails. Unless it ate some special food that just made it magically apear!

When you have a baby from birth with the parents - are they any more attached to you or tamer than the parents (if you have a parent who is kind of wild and just tolerant of humans) or does it really just depend on the chins personality?

Its critcal to keeping their fur clean and tidy , its gets rid of oil's and other nasties liquids that might be on the fur , its not a good idea to leave dust in the cage for long periods of time as it can actually cause the fur to become really dry and that can be really bad.
you cannot wash chinchilla's with water as it can lead to horrible matted fur for starters and potentially skin infections and fungus both serious issue's and worst still it could be painful for the critter.
