Maybe it's an "under 20% HP" condition or something like that? Pretty sure the option here would be to not seriously damage him in turn 1 (only use Kaido special not super type) and just activate you non Rayleigh specials then pass and next turn activate Rayleigh and Kaido super type to beat

King doesn't, Kaido does though because his other form is not boosted.
Koby hits with a fixed damage after 1 turn, before he slot-binds (lv 71). I use an exact same team, idk why his behavior is different..
