In 1981 I saw a 1969 Nova with the 396ci 375hp - 4.10 gears go 12.99 seconds. It did have Headers and a 2800 rpm torque converter but the engine was stock.
I'm a Ford dude. To compete against the big boys 428 CJ was not enough. You needed the Drag Pack. Solid roller cam Holly carb, stringer bottom end . Also a choice 3:91 or 4:30 rear-end gear.

PD Evolution is correct, he said L74 which was the Ram Air III engine.
