If that guy doesn't want to pay an investigator I'm pretty sure you could go from building to building with security cams and watch where the car goes until you find one with good enough camera quality, Or find out if they turn into a neighborhood so someone can drive around looking for the car in driveways
He was most likely riding on the road and the driver didn't notice him. Or the rider drove in front of the car. Or the driver was just an asshole. We may never know.

I'm pretty sure I've been on this exact road in Austin. The cyclist should definitely be wearing more visible clothing and lights given the dark conditions, but he is totally within his rights to be on the road.
You can see the car changing lanes into the driver at a point where the bicycle would've been directly in the line of sight of the driver, it was intentional on the car's behalf. Bikes can be annoying in single-lane roads but it doesn't justify attempted murder. Hope the driver gets run over with his own car so he can see how it feels
Bicycles are not allowed on sidewalks. They are allowed on the road. They are vehicles. It may be mandatory to ride on bicycle lanes when available, IF it is safe to do so (in good condition, no pedestrians walking on them, which they always fucking do, even when there are ample sidewalks). Mixed pedestrian/bicycle lanes are a bad joke.
