The captain needs to be fully charged too. Due to the high level of authority and high level of responsibility that a captain holds on his ship- it is reprehensible that he would dismiss a crew member’s accusation of being a victim of assault without doing a thorough investigation. He was either bribed or complicit. Either way- that is big trouble for captain!
