The song itself came from the PC version's files which had a lot of unused and early tracks that would later get replaced by more complete versions. Think of them as leftovers or remnants. It dates back to 2014 when Tekken 7 was having its location test in Japan and it was still under heavy development. Moreover, the game was still in Arcades at that point until 2017, when it would finally release on consoles.
