The director of black clover Tatsuya Yoshihara (current action director of mappa) was the one who made black clover run, he dindt get any help from the studio and he even put his own money into the project bcs boruto was adapting the movie into the show and the principal team of boruto borrowed 2/3 of the black clover staff to make the episode 65, the director was so pissed bcs after this the witch forest arc was the lowest budget arc of the anime.

Well about the budget issue, the studio priority was boruto (to farm some money of the naruto legacy 😢) and black clover got the sousei twin star exorcist staff and even less budjet.
