Looked like a chlorine leak but definitely wasn't a chlorine cylinder. Normally the leak is stopped in the hot zone and the damaged container is left there. Then overpacked for a licensed waste hauler to pick up. Usually the Fire Department does not do clean up, just mitigation. But yeah you would have to go through decon after leaving the hot zone. Maybe there is a way to patch or plug that barrel so you can stop the leak that way in the hot zone.
