I used broken concrete in the garden too. Once I started to pay attention to pH levels of the soil, I became aware of high alkalinity of concrete. It’s harmfull for plants that like to grow in acidic soil.
No, not really. I think it would start to fade/chip pretty soon and it wouldn't really the easiest surface to paint. However, you could try it and see what happens!
I'm partially disabled so I am just working in 15 minute increments to load and unload my car to bring home broken concrete blocks. I have access to a small mountain of blocks at work

In my county there’s a company that charges 15.00 a ton to dump it. They actually recycle it and it gets used for road base and things like that.
