The corners cut off of all the paper was an inside joke by the production staff.
The show was made on such a tight budget that they had to cut corners everywhere, so they started cutting the corners off all the paper and it became a running gag.

Spoiler for part 2 of the mini series
Don't press 'read more' to avoid spoilers
The mirror to Col. Tigh's decision to vent the ship to put out the fire is mirrored in part 2 with Laura Roslin's decision to jump away from the ships without jump drives.
Tigh would have risked the ship by delaying his actions, Roslin would have risked the ships by trying to transfer people to jump capable ships.
It always bugs me when the audience is upset with Tigh's decision but not Roslin's when they are the exact same decision. The only real difference is that we get to see how close the civilians are to destruction but we don't get to see how close the Galactica was to blowing up.

Caprica isnt really the future technologically. Their development is a bit wonky bc caprica isnt their homeworld, but most of their tech is contemporary 21st century tech, with the only really advanced part being the FTL drive, space travel and artificial gravity, which are arcane and pre-kobol anyways. Besides they lost a lot of the cyberpunk tech shown in caprica because of the first toaster revolt which made their equivalent of the internet, networked computers, and even cordless phones and guided missiles a liability.
