A bit of an esoteric joke. Back in the olden days before modern technology, miners used to take Canaries into mineshafts to detect toxic gasses like carbon monoxide. If the canary got sick and died, the miners had to clear out of the mine before the gas would kill them. Having the dead canary in the tunnel, with its eyes propped open to appear as if it's alive is a cruel joke by Snidely, making the people in the queue walk through a gas-filled tunnel that will kill them.
