This is completely not a legal process so I cannot comment on it anyway. You can come here with your schengen residence permit and expedite the processing in SEF accordingly.

No, you are not allowed to move out of Portuguese territory until you get residence card. Even with the card you can stay in any Schengen country for 3 months as a tourist. Cannot work.
