If US invested even more than 8-9percent of its GDP than Russia would be far behind. The problem in the US is that companies serve themselves-not the American people. The US military doesn't necessarily by the best, only who has paid off senators....
If Russia was ahead why haven't they produced a 5th gen fighter? AJAX is being developed to compete with Aurora. Russia is always playing "catch up". They excel in SAM/Missiles but that's about it.

I'm not saying Russia is in the Stone Age. Their tech is up to date, but it is not as good as US tech. Most projects here don't suffer from financial constraints. Everything is made to counter US tech. f-15=su-27 PAK-FA=F/A 22, TOPOL=ABM.
