GX200 Clone that has been sitting for 9 years - will it start?

I have this old 196cc 6.5hp GX200 clone engine that I pulled off a pressure washer in 2010 and have been keeping it as a spare engine in case I blow one of mine up or want to build something new.
It has just been sitting on a shelf collecting dust for 9 years so I decided to see if it still runs.
I did clean the carb out first because on another one of these engines I had sitting for this long, the carb got all rusty on the inside and clogged the jet and float wouldn't move and ended up leaking gas everywhere. This one too was rusty inside the carb but not as bad.
