@@OwGash The 2003 TMNT was mad confusing, there 3 different Shredders in it. But anyway early seasons Shredder( the one in silver here) is a Utrom war criminal of whom took the identity of the original Human Shredder and now sees himself as such.
I am to be fair Ultrom Shredder was living in Japan during Feudal Japan and lived for many years if anything he probably gained the accent from training... But yeah its weird they made him an Ultrom in 2003. Where in other versions he is a Japanese human.
