I remembered when reading the manga version of Egghead arc, I was worried that Bonney might end up like Apoo and Hawkins. Thankfully, it didn't happen. Bonney's one of my favorite Supernovas, along with Luffy, Law, Zoro, and Killer. Don't worry, I already know her true age.

df powers don't get deactivated underwater. only blackbeard can negate a df ability. the user gets weakened so they can't use and control their power but the df ability are still in effect. just watched the episode in arlong park arc when luffy got trapped underwater. his body didn't revert to normal. he's still stretchy. so it might just be that bonney is in the child form when she got caught up in the sea and she can't use her df to change back to her regular form because she's weakened.

Secondly this is the second time (technically third with Yamato) Luffy has seen a naked woman, though Bonney is 12 years old (ergo a child/teenager) and has seen Hancock naked twice in canon and another time non canon. And third and finally, if Bonney doesn’t join the Straw Hats as a crew mate or captain of the Grand Fleet by the end of the arc, I will literally destroy my favorite manga book of the series! (Yamato not joining was bad enough!!)
I don't know if Oda took inspiration from Mister Fantastic or Plastic Man when coming up with Luffy's powers, but he sure can chage his body on a whim like Reed Richards and Patrick "Eel" O'Brian.
