Protest and civil disobedience is a citizen's obligation. Posting notices on office doors can't be considered illegal in a free society. There's no incite to riot, so there's no law broken.

Withdraw funding from that University. Publish that University's name and boycott it. Pass a law stating that any university or college accepting money, etc. from a foreign country will not receive any monies from the Australian government.
Quite ironic, that the University of Queensland would protect China's undemocratic ways than it's Aussie student who exercised his democratic rights to express his pro democracy adherent.
