It's the hitch mount version from Allen Sports and is available in 2, 3, 4, or 5 bike models. I recommend the Premium Version - a little easier to use.

I put one of our kids bikes on first to keep the larger bike parts away from your car. It works for me.
the instructions state to put the larger bikes toward the vehicle for weight distribution purposes. It may work for you but this is not going to be recommended for most people.

Cody Huff I do use a few bungee cords. Typically one around the wheels and one or two in other spots to keep them from swaying. Also, for longer trips, I use a cable and lock to lock the bikes together and to the bike rack. does it come with a specific hitch size?
It appears as though the 3rd bike you had on the rack (white framed bike) had its front wheel removed. Was that because the bike would not fit on the rack with all 4 other bikes if the front wheel was still attached?

is it legal even if blocks your license plate and tale lights?
I believe the plate was blocked for video purposes, and the tail lights were not blocked.
It's still your opinion against a cops, and If they want to check you out they will use any excuse. I saw a guy get pulled over because he had an air freshener hanging from his rear view mirror. Nothing was attached to the windshield, which has legal wording about blocking the view. The law says nothing about the mirror.
Even if you research the laws for your state (they do vary from state to state) you will still have to explain it to the cop. He might not write you a ticket, but you still have to put up with BS while they try to win the argument, once they feel their authori-TIE questioned.
