I would argue that the most successful and compelling narratives in comic book and manga type fiction show a multi faceted progression of a protagonist over an extended period of time. This is why Marvel needs to effectively reboot if they want to actually grow a reader base. The status quo stuff is only appealing to an aging reader base that will eventually disappear.
Dredd ages, hes 75 now and they have rejuve. I am playing catch up and up to about 2017 now. Multi faceted progression for a Judge like Dredd? He took the Long Walk and came back. Changed his opinion on mutant citizens due to the Fargo mutant bloodline. He doesn't really change a whole lot. Or maybe he has since 2017?
They need to reboot the entire universe every 10 years, start from scratch and over the 10 years you cover the characters entire life, so that 10 years covers 70 in the comic. Then at the end of the 10 years you start again, this gives us a full contained story like manga. Have each one of these reboots be a different universe, then you can take what works in each universe and add some components to the next, it also lets you add new characters that can take over from the main hero near the end of the run. Comics does a terrible job of adding new characters, they need to copy what “Four Knights of the Apocalypse” did, they continue the “Seven Deadly Sins” universe 16 years later with all new characters, while having the old characters appear at different times, but the story revolves around the new characters and they’ve done a great job.
Dynamite announced a Thundarr series this past summer but zero updates since then. They also announced Herculoids (which does come out next month) and Blue Falcon & Dynomutt (but like Thundarr, zilch on updates since). Maybe something has happened to rights?
I don't think Marvel needs a reboot. But i do think they need a creative overhaul. For example they need to get the OMD team off spiderman and get some fresh blood. But I think the biggest change they should make is to change the 'maintain the status quo' philosophy. I get it, they intend to make comics forever so they can never 'end', but they need to embrace change more. Let characters grow and change and develop, don't reset everything back to square one constantly.
Regarding a hypothetical Marvel retcon, I would also do a hard reset. But I would turn the clock back to House of M, which in my opinion, was a disguised soft reboot that Marvel did. I say this because after that event, the level of retcons and changes in the characters' behavior was so extensive and comprehensive, that it could only have been intentional.

I don’t have many 0 issues, but my favourite is definitely “Futures End” 0, I loved that comic run.

The X-men for sure are an in need of a crisis style overhaul. They’ve been a mess story and character relationship wise for too long.
