While kickbacks would remain confidential, as they have since the time of Straw Bosses under the Pharaohs, the requests for qualifications and proposals and any and all bidding documents, including those qualifications, should be available under either the FOIA or CPRA. They may already be posted online at the county website. But as far as the media mentioning any of that, it would go beyond the scope of a two minute news bite.
This reeks of an inside job. One side is recommended, another chosen. The one commissioner recommends one contractor and asks for a survey of those who want a different one. Typical CA politics.
