Putty is a SSH tool for login into the Linux server & WinScp is for file/directory transfer to the Linux server (SFTP tool).
#Putty is for login (known as ssh tool).
#WinScp is for transfer a files/directory into the Linux server (copy file into the server, FTP tool).
