I believe it is in the rule that states that in order to muster, a lord must *start* the levy phase in a friendly locale- which means that any lord in an enemy locale or on the calendar is ineligible. Sometimes it feels weird to me that a lord wouldn’t immediately start mustering up his own forces- but I suppose it’s so you can’t daisy chain one new lord mustering another new lord mustering another new lord etc.
Don’t forget that Lords may not muster on the Levy that they themselves were mustered. I think Sancho got a bit of a jump start there!
