Sir, is water table is increasing within the soil may increase saturated soil zone due to capillarity, right? Then how can we say that effective stress is decreased or increased?

If the cappilary occurs, the pore water value becomes (-u)"in the zone of capillary rise"
Therefore, effective stress = total stress - (-u) = total stress + u
