Ok...1st off I love what you do. You are one of my favorite auditors to watch. Secondly you are right about signage. If they want to keep people out of the loading docks they have to have it, OR make a fence perimeter around the docks. BUT I have to disagree about the workers standing around talking. I'm a retired Canadian mailman. We are allowed a 5 min washup time at the end of the day. One 15 minute break and a half hour lunch break which we normally do on route. Most of us just work through our breaks so when we are done we get to go home early. There is no set time for our breaks so if you do see a guy at his grey box or truck sitting around, he might be on his break. I'm just telling you this so you don't jump to conclusions on why the guys were talking. It actually sounded like he was giving the guy advice on how to do the route. The 2nd guy could have been a rookie wanting advice.

You can't expect employees to be busy all the time. I unloaded planes, and if a plane was late we had to wait (hours), but we better be ready when it pulled into the gate. As long as all the mail makes it to it's next stop, they were working.

The post office sends out "mystery shoppers" to offices to test employees on their knowledge. They also send out postal inspection as a mystery shoppers to see if they will mail hazmat items ect . That's why certain offices are required to circle receipts and others are not it usually depends on a post offices sales volume.
Also given the fact those carriers arent wearing uniforms means they are rural carriers. Rural carriers are paid an evaluation meaning its already predetermined hpw many hours they are getting so if there talking they arent getting paid more for that time so if they take longer talking then they are actually losing money. With that said it appears one of the carriers is a sub or training which was some of the reason for some of the conversation.
