The press can investigate, as well as private citizens. If she tries to bar them, she can be sued for violating the FOI Act and the First Amendment.
You fail to realize that an agency does not need a resolution to start an investigation. The FBI can do whatever they want, so can the state, regardless of what a mayor wants. She can't actually veto anything, it's only a formal thing saying that she doesn't want the city to contact outside agencies and report something. It doesn't matter if they do or not. Its just they had to do it formally, so its on record, and she can't try to go after them and have them recalled from their offices because she are going against her.

They don’t want to look at her spending. They want to look at her stealing.
She’s stealing by spending money on her personal expenses and big contracts to people in her personal circle.. having huge expensive projects undergoing WITHOUT a vote or any mutual approval from the Board… then the necessary work needed within the city goes unpaid (even though there were approved funds already allocated to the budget for those necessary projects). Her personal assistant along with her self-appointed municipal staff have a Non-Profit charity in her name (Tiffany Henyard Cares Foundation)… and she used that personal staff to funnel money into that Non Profit Foundation upwards of $100,000 + in 1 single day of an event… and she has put on numerous events in the same manner, without providing any receipts of the amounts spent!! Just completely insane to even fathom 😵💫

I did that 😂 Long time ago. I got ticket in mail but doesn’t arrive after 6 months and my drive license was suspended whole time without me knowing. So I finally got it so i went to police station and found out that they kept sending it to wrong address till they decided to sent it to po box office. So judge wanted me to pay double fines for not showing up court and pay fines. I said no. I wont pay for your police service’s mistakes and show him proof however i did ran through red light as I remember after i saw the video in police station so im willing to pay for that fines. Judge look at paper and said ok. You can pay half of the fine then you’re good to go. I said ok.
I can see this turned into a Netflix series.

The veto can be overridden. Aside from issues such as not renewing valid licenses just because of connections, the real one is misappropriating public funds.
Plus vetoing a resolution is only symbolic. It doesn't stop the FBI (or state police, et cetera) from investigating her if they choose.

Think about it - if she is innocent, if she can account for all the money, prove it with receipts, if she has nothing to hide, if she has done right by her constituents, then she should happily welcome an investigation and not veto it. Keep in mind everyone the Legal Process has commenced & all are just following due process of the law, hence overriding the veto next month.
Remember the board has retained Burt Odelson one of the top legislative attorneys in the state & he was present alongside the board at the previous meeting last week.
Doubtful she will comply & allow access to financial records so a court order will probably be required due to her non compliance.
Just laughable she even thinks she can stop ANY investigation, It doesn't work that way, if there is suspicion of a crime it CAN & WILL be investigated.
