Victoria 3 Mod Tutorials: Law Enactment Unblocker and Swift Reform

I hate when I'm ready to cave in to the demands of a revolutionary movement, only to have the law everyone in my nation is screaming for have a blocked enactment chance because there's 0% support in the legislature. These mods help to open things up on that front!
