Yes! On PC it's called Place Everywhere.

On the PS5 my green border is not even close to being that large. Looks like it expands when you have unlocked more items for the workshop from the quests. Or are you using MODS?

I'm using mods on PC! The links are in the description. The one you are referring to is All Settlements Extended which expands the build border.

That's a fair question and ultimately is up to the player as there are many factors. As I use a variety of mods and have my own "head canon" for my head character, Starlight is within range of several settlements that I am using as either farming or more civilian settlements (family towns). While each settlement is capable of defending itself, part of my head canon is that The Minutemen defending the Commonwealth at a moments notice requires congregated battalions in the north, center, and south of the map in key areas to overrun any raider or mutant attack.
Starlight is one of those areas. I'm debating on whether to use Jamaica Plain or Quincy City (mods) as another.
