I think Homulillys dress is derived from an era with similar fashion to Walpurgisnacht. A long wide dress, fancy big hats, tightened waists using corsets and a lot of skin coverage.

Oktavia is more like a siren/knight
Octavia doesn’t look like a witch and there are plenty of witches in the show who look like witches
Candeloro looks like an actual witch, except she isn't in the main series
That’s like 80% of witches in the show
Walpurgistnacht totally looks like an actual witch , but upside down .
This could freak me out in the middle of the night.
