It's a sitar. Also i'm almost certain most of this beat was made in Fruity Loops.....and probably in the days when Dre was only just getting used to the software. The sitar instrument was one of the default samples & the bass sounds like it's been boosted with either Parametric EQ or the Blood Overdrive plugins which aren't very good plugins by todays standards. You can hear the interference on the bass even on the album quality version.
