I don’t know why they don’t just cap it per conference. Every school be able to offer a max amount of money and you can give that out to what positions you see fit. If it’s operating like NFL then do it all the way. A $12 mil qb is great but that limits what you can do with the rest of the team. Just my 2c. They started NIL then just left it open with no restrictions. It’s like the Wild West. The Portal is crazy too. If you have a 5 star you want to redshirt for 2 years to develop you can’t. If they want to play now they’ll go where they are needed.
I usually miss on predictions, so I won't predict where any of these 5 stars will go, but I hope LSU lands them! Mainly, just keep the current commitments including those highly ranked corners, then attack the transfer portal aggressively for other needs.
