Specified time is 15 days before your trip. But i highly recommend submitting at atleast 30 days before your trip because of the rush. I usually do it 45 days before my trip.
HR NOC or NO OBJECTION CERTIFICATE ek certificate/letter hota hai jo employer se milta hai... Jisme vo approve karte hai leaves and likhte hai ke employee trip se vapas aake office join karega. You can also check schengen visa docs for respective countries.

Yes, no matter who pays or sponsor your trip..you will always have to show your own bank statements.
