A very simple search will bring up letters to Prime Minister Clement Attlee from concerned politicians after the first West Indian migrants hopped off the Windrush. In these letters it is clear that not a single member of the British Government extended an invitation to natives of Jamaica to come here. They were not called for, they simply turned up of their own accord, to make better lives for themselves in the face of chronic unemployment, civil unrest and potential starvation back home.
