    Rutherford B Hayes:
    The Good:


    1. Appointed independent people to federal jobs and his cabinet instead of allowing senators to appoint cronies
    2. Vetoed bills that discriminated against African Americans
    3. Kept his promise of only running for one term
    4. The economy recovered under him from the Panic of 1873
    5. Hayes agreed to negotiate a long-held border dispute between Argentina and Paraguay, and the decision gave Paraguay 60 percent of its land. This is the main reason he is viewed as a hero in Paraguay.
    6. Had a less corrupt administration that his predecessor, even dealing with corruption in the postal service
    7. Vetoed a bill restricting Chinese immigration
    8. Under Hayes, the federal government did appropriate several million dollars annually to support Native Americans who had been forced off their lands and on to unsustainable reservations
    9. Nominated John Marshall Harlan to the Supreme Court, who almost always voted in favor of civil rights
    

The Bad:
    1. Too aggressive with his handling of the railroad strike. But to be fair, it wasn’t even that bad, it could actually be considered good, because workers gained more than they lost, and while the railroad management did win, they won at a cost too great to be worthwhile for them.
    2. Did not do enough to stop discrimination in the South. I put it here because it was indeed bad, and a part of his presidency, but I don’t blame him for it. The reason being the ethics of reconstruction. Many love to blame Hayes for the end of reconstruct with the “corrupt bargain,” that catapulted him into the White House in 1876. He would win the presidency in exchange for all troops being pulled out of the South and reconstruction to be over. However federal troops were only located in South Carolina and Louisiana, and public opinion turned sour against reconstruction, so it was going to end either way. And with the end of federal control of the south, southern civilians and governments would be able to freely discriminate against African Americans. It was out of his control.
    3. Kept the policy of Indian removal that many former presidents used
    4. Nominated William Woods to the Supreme Court, voting more often with racist southern democrats, than to Hayes’s own preferences
