Arms race doesn't get tank updates so hexamancer won't be added

Also make players under level 80 take 40% less damage to make it easier to get good
And disable it for those who played for more than 1.5 years

Arms Race Growth was arguably too unbalanced to stay in the game, if they were to add it back it should be more balanced
